Thorold's winter rules put more on the homeowner than most people realise: the sidewalk within a day, the snow at the bottom of the driveway, and nowhere to put it but your own property. A contract settles who does each of those before the first storm.

Licensed rentals, owner's sidewalk

Most rentals in Thorold are licensed under By-law 109-2017, but the licence doesn't move winter duties onto the tenant. The sidewalk by-law puts clearing on the property owner, so a landlord with more than one Thorold house can cover every address on one contract.

24 hours after it stops

Thorold's Snow and Ice Removal By-law gives owners 24 hours after a snowfall ends to clear the sidewalk beside their property. The City only does sidewalks that sit right against the curb with no boulevard between. Everything else — including most sidewalks in front of houses — is the owner's.

Not onto the road

In Thorold it's against the rules to push driveway snow onto the road or a public sidewalk. It has to stay on the property — which on a narrow lot means knowing in advance where the piles go. That's part of the site walk before the season.

Parking bans and the apron

When 20–25 cm falls in a day, or 20 mm of ice, Thorold can declare a parking ban and every car has to come off the street until it's lifted. Residents can park on the driveway apron as long as the sidewalk isn't blocked — so a cleared driveway matters more on those days, not less.

Snow removal in Thorold: questions

Does the City of Thorold clear my sidewalk?

Only where the sidewalk sits right against the curb with no boulevard. Most sidewalks in front of houses are the owner's, within 24 hours after the snow stops.

Can I park on my driveway apron during a Thorold parking ban?

Yes, as long as the car doesn't block the sidewalk. Every car has to be off the street until the ban is lifted, so the apron and the driveway both need to be clear.

What if my tenants are away over the holidays?

The 24-hour rule doesn't care who's home. If the sidewalk and driveway are in the contract, they're done on every visit whether the house is full or empty.

Does the City of Thorold clear the end of my driveway?

No. Thorold doesn't clear the snow the plow leaves at the bottom of driveways. Whether that windrow is cleared on each visit is written into your contract.

Who clears the sidewalk in front of a Thorold rental?

The by-law puts it on the owner. Add the sidewalk to the snow contract and it's part of every visit, whether or not the tenants are home.

Can I just push the snow into the street?

Not in Thorold. Driveway snow can't go onto the road or a public sidewalk, so it's piled on your own property — ideally somewhere it won't melt back across the drive.

Which parts of Thorold do your snow routes cover?

Central Thorold, Confederation Heights, Rolling Meadows and Beaverdams. Thorold South isn't on our routes.
